北京在大众创业、万众创新上居全国领先地位,已形成创新创业环境不断优化、双创活动空前活跃、创业生态持续完善、创业投资发展态势良好、技术服务市场对双创有力支撑的发展态势,并已呈现出创业方向趋向于“科技创新”、创业者素质不断提高、创业服务业态不断丰富等特点。但是,目前仍存在一些问题:
