In the 1990s, how did we draw lessons from foreign debts management practices and experiences to raise more funds both at home and abroad to speed up the pace of construction? With this question, the author visited Bao Youde, the Shanghai Finance Bureau who returned recently to study abroad. He put forward four points: - To further strengthen the financial functions and give full play to the role of financial credit. Bao Youde said that at present, the fiscal credit function in our country is far from enough in breadth and depth. Now it is feasible to credit the debt funds in our country.
