我乡是1980年恢复征收契税的。多年来,因为缺乏有效的征管措施,收入一直较少。近两年,我们针对契税税源分散且变化不易掌握的特点,不断摸索契税征管新途径。1989年,我们全所人员用两个多月的时间对全乡2 400多有住房户逐户进行调查摸底,在此基础上,建立起“一图一卡一簿一跟踪”制度,从而牢牢掌握了契税征管工作主动权,契税收入增加很快。1989年完成契税收入1万余元,比1980—1988年9年间的收入总和还多3 000元,1990年又创新水平,
