战后日本的经济腾飞、很大程度上得益于成功的技术转移。要使技术转移顺利地进行,离不开政府政策的指导。本文探讨了在战后日本的技术转移中政府政策所起的作用。较详细地介绍了日本的技术转移政策是如何从零散的不系统的状态走向系统化的,以及技术转移政策、研究开发政策和科学技术政策的联系。
Postwar Japan’s economic take-off has largely benefited from successful technology transfer. The smooth transfer of technology can not be achieved without the guidance of government policies. This article explores the role of government policy in postwar Japan’s technology transfer. It introduces in detail how Japan’s technology transfer policy is moving from a fragmented unsystematic state to a systematic one and the linkages between technology transfer policies, research and development policies and science and technology policies.
