为了认真贯彻国民经济调整方针,提高水利建设投资经济效果,我们从一九八一年起用两年多的时间对全省一百三十四项在建工程的原有设计逐个进行复查审定,提出修改补充方案。通过设计复查,基本上做到了水土资源清、工程现状清、开发利用方向清、总体建设规模清和近期配套任务清。开展这项工作后,对于搞好续建配套、提高投资效果都起到了重要作用。
