从1999年开始,我国已相继发布了1999年度、2001年度、2004年度三个版本《指南》。国家发展改革委根据《指南》,在“十五”期间,重点组织实施了移动通信、下一代互联网、集成电路、软件、生物医药、现代农业、新材料、新能源、核技术应用等重点领域的高技术产业化重大专项,直接推动了1500多项自主创新高技术成果的产业化,培育了一批具有自主知识产权的企业和产品群体。实践证明,发布《指南》,对引导和促进全社会开展高技术产业化工作发挥了重要的作用,高技术产业化已成为培育新兴产业、促进产业结构升级的重要切入点和突破口,是推进结构调整、转变经济增长方式的有效途径。按照国务院办公厅关于制定《国家中长期科学和技术发展规划纲要》相关配套政策的要求,国家发展改革委、科技部、商务部、国家知识产权局在充分听取各界和相关专家意见、综合国内外相关领域科技发展趋势的基础上,研究制定了2007年度《当前优先发展的高技术产业化重点领域指南》(以下简称《指南》),已联合发布。为使社会各界更好地了解和把握2007年度《指南》,我刊将分三期转载。

In accordance with the requirements of the General Office of the State Council on formulating the relevant supporting policies for the Outline of the National Medium and Long-term Science and Technology Development Plan, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce and the State Intellectual Property Office fully listen to the opinions of all walks of life and relevant experts, Based on the development trends of science and technology in the related fields, the 2007 Guidebook on High-tech Industrialization Priorities and Priority Areas (hereinafter referred to as the “Guide”) has been researched and formulated and has been jointly released. In order to make all sectors of society better understand and grasp the 2007 “Guide”, my journal will be reproduced in three phases.
