Since China’s reform and opening up in 1979, China’s SMEs, especially the private ones, have enjoyed rapid development. Statistics from authoritative agencies show that the contribution rate of the private economy to the national economy of our country has rapidly expanded. By 1997, the tax amount realized by the private sector reached 54 billion yuan, accounting for 7% of the national industrial and commercial tax revenue.
