药品是关系人民群众生命健康的特殊商品，就医用药是每个人必不可少的一种被动消费。近年来，我国医药流通领域出现了泥沙俱下、鱼龙混杂的局面，严重制约了药品生产行业的健康有序发展，不但老百姓对此怨声载道，而且也导致了公费医疗费用日益增长，成为国家财政的一大负担。
Medicine is a special commodity that relates to people’s life and health. Medical treatment is an indispensable passive consumption for everyone. In recent years, the phenomenon of all-embracing and cohabitation has appeared in the field of medicine circulation in our country. This has seriously restricted the healthy and orderly development of the pharmaceutical production industry. Not only people complain about it, but also lead to the growing cost of public medical expenses and a great burden to the state finance .
