形势发展和实际需要,水电工程造价要深化改革,建立一套新的管理体制。改革的基本原则是:适应市场经济体制的要求;与国际贯例接轨;符合中国国情;体现水电行业特点。新的管理体制要明确划分政府、企业(业主与承包商)、中介组织、行业协会各自的职能、职责;预可研阶段主要是政府行为,可研阶段及以后阶段基本为企业行为;政企之间职责明确,各自建立法规、标准、制度,规范自己的行为,保证工程建设的顺利实施,取得最佳的经济效益和社会效益。
Situation development and actual needs, hydropower project cost should deepen the reform, establish a new set of management system. The basic principles of reform are: to adapt to the requirements of a market economy; to be in line with international norms; to meet China’s national conditions; and to reflect the characteristics of the hydropower industry. The new management system should clearly define the respective functions and responsibilities of the government, enterprises (owners and contractors), intermediary organizations and trade associations; the pre-feasibility study stage is mainly government behavior, and the basic stage of the feasibility study stage and later stage is enterprise behavior; Clear responsibilities, establish their own laws and regulations, standards, systems, regulate their own behavior, ensure the smooth implementation of project construction, and achieve the best economic and social benefits.
