目前我国的石油储备能力远远不能适应石油企业和国家应付某些突发事件的需要,因此应该借鉴美、日等国的石油储备经验,有计划地建立我国的石油储备制度,分步建立和完善符合我国特点的石油储备体系。近期应结合战略储备做好“九五”储备规划工作,确定合理的储备规模、储备方式和储备管理运作方式,研究我国石油储备的商业运作和紧急状况下的应用,组织各方面专家研究制定有关石油储备的政策法令,保证战略石油储备实施和运作管理的规范化、法制化。
At present, China’s oil reserve capacity far can not meet the needs of oil companies and countries to cope with certain emergencies. Therefore, we should draw lessons from the experience of oil reserves in the United States, Japan and other countries to plan the establishment of China’s oil reserve system in a planned way. We should study the commercial operation of our oil reserve and its application under emergencies and organize experts in various fields to formulate relevant plans Policies and decrees on oil reserves ensure that the implementation and operation and management of strategic oil reserves are standardized and legalized.
