Township enterprises are great creations for Chinese farmers and have made great contributions to rural economic and social development. The township enterprises in the Beijing suburbs have played an important role in the transfer of rural labor, the increase in farmers’ income, and the construction of two civilizations in rural areas. However, in the mid-1990s, township and village enterprises fell into the dilemma of a decline in economic aggregates and significant decline in economic efficiency. The predicament has given birth to new opportunities for development. Township and town enterprises in the Beijing suburbs have begun to reform their assets through asset restructuring.
