万事开头思想先行,思想是行动的先导,没有思想的大解放,就没有经济的大发展。云南粮食部门要在多种经营上有一个较快的发展,解放思想,更新观念就成为一项迫切而又艰巨的任务。 解放思想,实事求是,体现了马克思主义世界观和方法论的统一,是邓小平同志建设有中国特色社会主义理论的精髓。云南与多种经营发展较快的省相比,最大的差距就是思想解放不够,开拓进取精神不足,缺乏实事求是的真功夫。其主要表现在:一是指导思想上稳重有余,开拓不足,因循守旧,封闭保守,几十年一贯制的“米、面、油”老三样经营沿袭至今,没有突破;二是发展思路不清晰,东一榔头西一斧,搞小而全,面面具到,平均用力:三是开拓经营上创新不够,特点不突出,没有自己的东西,办法不多,缺乏闯劲,自己领导的地区和企业的多种经营没有迈出新步伐:四是主观能动作用差,等、靠、要思想突出,发展多种经营不是我要搞,而是别人要我
