前言在邮政省电波研究所鹿岛支所,于1972年12月研制成功了SSRR 扩散调制测距装置,然后经过约二个月的测试,从1973年3月末开始,把以往用 ATSR 和 NEAC—3100计标机进行的,对应用技术卫星 ATS—1的定期测距和观测极化角(约两周观测一天,每小时10分钟)的任务移交给 SSRR 进行。这些数据是由三个站或两个站(美国宇航局 NASA 所属的美国二个地面站和鹿岛地面站)同时观测获得的,用以卫星轨道予测和了解卫星姿态。
