政府采购又叫做公共采购,是指政府机关或者其他公共机构,使用财政性资金或公共资金购买规定的货物、工程和服务的行为。随着市场体制的建立和完善,政府采购行为被纳入了公开招标、投标机制,并采用合同的方式确定价格最低和质量最优的供应商。但是,政府采购毕竟是政府的一种公共财政管理配置方式,因此,政府采购还应当实现国家和政府特定的经济和社会政策的目标。
Government procurement, also known as public procurement, refers to the purchase by government agencies or other public institutions of financial goods or public funds of prescribed goods, construction and services. With the establishment and improvement of the market system, government procurement activities have been included in the open bidding and bidding mechanism, and contracts have been adopted to determine the suppliers with the lowest prices and the best quality.
