With regard to structural reforms, we speak too much and do too little. Before the global financial crisis, the Chinese economy maintained its rapid growth. However, the contradictions in the economic structure not only did not ease, but deepened. First, the rate of consumption is too low and the rate of investment is too high. From 1990 to 2007, in the nearly 20 years since China’s economy surged ahead, the share of private consumption in GDP dropped from 48.9% to 36% while the investment in GDP increased from 34.9% to 41.7%.
