水利是农业的命脉,兴水利、除水害,事关人类生存、经济发展、社会进步。农发行作为支持我国农业开发和农村基础设施建设的主力银行,在金融支持水利建设中发挥骨干和支柱作用责无旁贷。为更好地履行使命,探索政策性信贷资金支持水利建设的途径和抓手,我们对全国除西藏外的30个省(包括自治区、直辖市)水利建设政府投融资客户情况进行了摸底调查,并对相关信息进行了统计分析,提出了相关建议。一、水利建设投融资客户的总体情况
