信息产业部电信管理局政策法规处处长陈因:AT&T 与上海签定的合作协议,是我国电信市场对外开放走出的第一步。随着我国电信业的发展,外资进入电信市场的必然的,这对于促进国内电信企业的经营管理和发展有很大好处,只是,上海的这件事,表明电信市场的对外开放比我们预料的还要快了一些,这对国内电信企业提出了新的挑战:电信企业能否按真正的现代企业制度来运作?能否提高市场的竞争力?
