State-owned enterprises to extricate themselves from difficulties --- Back to the World War II 2000 is the last year of three years of state-owned enterprises reform and extricate themselves from difficulties. In order to achieve this goal, the Fourth Plenary Session of the 15th Central Committee of the CPC made the decision of further deepening the reform of state-owned enterprises and implemented such major measures as “debt-for-equity swap and reduction of interest on bank loans”.
