为了贯彻落实党的十六大、十六届三中全会和中发[2004]1号文件精神,统筹城乡经济社会发展,积极培育县域经济新的增长点,促进农民增收,自治区党委、自治区人民政府出台了《关于加快推进农村劳动力转移就业的意见》,其内容摘要如下：●增强做好农村劳动力转移就业工作的紧迫感和责任感。目前,我区农民家庭收入构成中,外出务工收入仅占30％左右,全区农村仍有近400万富余劳动力,每年还要新增近30万农村劳动力,农村劳动力转移就业的任务非常艰巨。
