伙伴关系是一种可以替代结盟关系的新型国际关系。中国已经提出构建新型全球发展伙伴关系、经济伙伴关系、海洋合作伙伴关系、加强全球经济治理的伙伴关系,与欧洲共同打造中欧和平、增长、改革、文明四大伙伴关系等,与非洲建立非洲跨国跨区域基础设施建设合作伙伴关系等。当代外交或国际政治中的伙伴关系(partnership)并非中国首倡,但中国是用自身外交实践充实、改进和发展伙伴关系内涵的主要贡献者,中国“率先把建立伙伴关系确定为国家间交往的指导原则,同90多个国家和区域组织建立了不同形式的伙伴关系”。
Partnership is a new form of international relations that can replace an alliance. China has proposed the establishment of a new type of global partnership for development, economic partnership, maritime partnership and partnership in strengthening global economic governance. Together with Europe, it will establish the four major partnership of peace, growth, reform and civilization with Europe, establish Africa’s transnational partnership with Africa Cross-regional infrastructure construction partnership. The partnership in contemporary diplomacy or international politics is not China’s first initiative. However, China is a major contributor to enriching, improving and developing the connotation of the partnership through its own diplomatic practice. China has taken the lead in establishing partnership as a state of intercountry Guiding Principles, establishing different forms of partnership with more than 90 countries and regional organizations.
