质检总局4月14日发布了《进口食品不良记录管理实施细则》,该细则将于7月1日施行。细则的实施是为了保证进口食品安全,落实进口食品企业主体责任,促进行业自律。各地检验检疫机构负责收集、核对、上报与进口食品有关的进口食品安全信息,建立不良记录,对有不良记录的进口食品企业及相关国家和地区的进口食品实施控制措施。不良记录信息主要有三种:一是进口食品检验检疫监管工作中发现的食品安全信息;二是国内其他政府部门通报的,以及行业协会、企业和消费者反映的食品安全信息;三是国际组织、境外政府机构、境外行业协会、企业和消费者反映的食品安全信息。

There are mainly three kinds of bad record information: one is the food safety information found in the inspection and quarantine inspection of imported food; the other is the food safety information reported by other government departments in China as well as the food safety information reflected by the trade associations, enterprises and consumers; the third is that the international organizations, Food safety information reflected by overseas government agencies, overseas industry associations, enterprises and consumers.
