当前边疆省区在努力融入“一带一路”战略的过程中,大多充满“从边缘到中心”的情怀,试图以此摆脱边缘化的角色。尽管这种从边缘到中心的角色定位,很多时候是基于“在地化”的视角而发,但从一个层面亦表明,不能将中国历史看作从某个中心越来越远地向外辐射其政治—文化支配力的单向“融合”的过程。落实到“一带一路”战略的具体实施过程中来,边疆省区将本省区的经济社会发展置于优先地位可谓应有之义,但从国家战略层面予以考虑,边疆省区应为“一带一路”战略的顺利实施提供必需的软实力,俾利于中国与“一带一路”沿线国共享价值观的构建。当然,中央政府亦应承担顶层设计者角色,从中央财政转移支付、省际利益平衡、开发开放与边疆稳定等方面给予协调,为边疆省区融入“一带一路”战略提供切实的助力。

Of course, the central government should assume the role of designer at the top level, coordinate the transfer of payments from the central government, the balance of interests among different provinces, the development and opening up, and the stability of the border areas so as to provide practical assistance to the strategy of integrating the “Belt and a Road” strategy in the border provinces and autonomous regions.
