As one of the 13 old revolutionary bases in China, Ha Lufeng was the birthplace of the first county-level Soviet regime in the history of the Chinese revolution. It was also the hometown of Comrade Peng Pai, a leader of the peasant revolution. He led the peasants in carrying out the agrarian revolution. In March 1988, approved by the State Council, Shanwei City was established on the basis of the original landlocked area. Shanwei City, a total area of 5271 square kilometers, population 2.68 million, jurisdiction over Haifeng, Lufeng, Luhe, Red Bay Development Zone and overseas Chinese economic management zone.
