施政理念对政府的治理方式、手段、措施,起着导引作用。省际政要的施政理念在很大程度上决定了其施政的方向、重点、着力点,乃至施政的具体措施。年轻化、知识化、专业化是省际政要的基本特征,这些特征对其施政理念的形成和施政方略的实施有着重要的影响。工作经历对省际政要的施政个性、施政理念也会产生较大的影响。省际政要的施政理念既有共性,也有差异性。共性体现在四个方面:深化改革、务实肯干;科学发展、创新发展;执政为民、以民为本;依法行政、廉洁从政。差异性则主要体现在增强意识、先行先试、科学民主决策、调查学习等方面。
The concept of governance plays a guiding role in government’s governance, means and measures. The concept of governance of inter-provincial politicians largely determines the direction, emphasis, focus, and even the specific measures for governance. Rejuvenation, knowledge and specialization are the basic features of inter-provincial politicians. These characteristics have an important influence on the formation of their governance philosophy and the implementation of their strategies. Work experience on the administrative personality of the intergovernmental politicians, the concept of governance will also have a greater impact. The concept of governance of inter-provincial politicians has both commonalities and differences. Commonness is reflected in four aspects: Deepening reform, pragmatism and hard work; scientific development, innovation and development; governing for the people and taking the people as the basis; administration according to law and integrity. The differences are mainly reflected in the aspects of awareness raising, pilot testing, scientific and democratic decision-making, investigation and study.
