国际海事组织在海上安全委员会第63届会议(1994年5月16~25日)期间召开了1994国际海上人命安全公约缔约国大会。这次大会的主要议程是讨论通过1974年国际海上人命安全公约新增加的三章,即:第Ⅸ章“船舶安全运行的管理”;第Ⅹ章“高速船艇的安全措施”和第Ⅺ章“加强海上安全的专门措施”。第Ⅸ章的主要内容是把1993年11月4日国际海事组织第18届大会通过的决议[A741(18)]“国际船舶安全运行和防止污染管理规则”[简称“国际安全管理规则”(ISM Code)],作为其附则,由推荐性质改变为强制执行的规定。同时相应规定了适用范围、生效日期、发证和验证监督等。它一方面要求船旗国对船公司的管理和船舶的安全操作,包括防止海洋污染加强督促
The IMO convened the 1994 Assembly of States Parties to the International Convention for the Safety of Life at Sea, during the 63rd Session of the Maritime Safety Committee (16-25 May 1994). The main agenda for the conference is to discuss the three new chapters added to the International Convention for the Safety of Life at Sea, 1974: Chapter IX “Management of Ship’s Safe Operation”; Chapter X “Safety Measures for High Speed Boat” And Chapter XI “Special Measures to Strengthen Maritime Safety”. The main content of Chapter IX is the resolution [A741 (18)] of the International Maritime Organization’s 18th General Assembly on November 4, 1993, [International Code of Safety in Ship Operations and Prevention of Pollution] [“International Security Management Rules ”(ISM Code)] as its by-laws from the nature of the recommendation to the requirement of enforcement.
