后勤文化建设的起点从后勤实际出发,是后勤文化建设的出发点。社会环境的变迁,要求组织做出反应,包括通过文化整合与创新保持自己对社会环境的适应性和应变力,这是组织的重要能力之一。后勤工作是为社会组织和单位的职能活动或主营业务创造和提供物质、技术、服务保障的工作,是社会组织和单位自身基础管理的重要内容。随着市场经济体制的完善,行政体制改革和各行各业改革的深化,以及国民经济的迅速发展,对后勤保障水平和组织效率有更高的期待,并从而要求后勤部门、后勤企业深化改革,转换体制机制,通过理念、制度、文化创新,不断提高后勤保障能力和企业核心竞争力,这也是当前后勤部门和企业普遍面临的问题。
