《航道法》确立了航道通航条件影响评价制度,而目前沿用的《桥梁通航安全影响论证报告编制规定》未能体现平原河网地区限制性航道的特征。本文针对限制性航道口宽狭窄、水流平缓等特点,分析适用于限制性航道的桥梁工程航道通航条件影响评价要点,包括选址符合性论证、通航尺度论证、对航道条件及通航安全影响评价等,并提出可简化论证的内容,为评价单位和航道主管部门把握原则、扣准要点、明确标准提供参考。
The “Channel Law” has established the system for assessing the impact of navigation conditions on the navigation channel. However, the “Regulations on the Compilation of Reports on the Impact of Bridges Navigation Safety” adopted at present fails to reflect the characteristics of the restricted navigation channel in the plain river network. In this paper, the key points of influence evaluation of navigation conditions of bridge engineering channel applicable to restricted waterway are analyzed in view of the characteristics of restricted channel width and smooth water flow, including site selection conformity verification, navigable standard demonstration, navigation channel conditions and navigation safety evaluation , And put forward to simplify the proof of the content for the evaluation unit and the competent authorities to grasp the principle of deduction points, clear criteria for reference.
