(一)攀钢集团作为国家首批55家试点企业集团之一,于1993年6月正式成立。集团是按照“自愿互利、优势互补、共同发展”的原则,以攀枝花钢铁(集团)公司(以下简称集团公司)为核心,联合建筑安装、机械加工、钢铁深加工、铁合金生产、建筑材料生产等行业的大中型企业和科研设计单位组建起来的跨地区、跨行业的多功能、多层次的大型冶金企业集团。现有境外公司1家,紧密层成员企业21家,其中子公司13家(不含今年进行组织机构改革新组建的2家),以及数十家半紧密层和松散层成员企业。1993年集团共实现销售收入238亿元,利税19.56亿元,出口创汇1.49亿美元。从集团组建一年来的实际运行情况看,由于组建的时间短、实践经验少,基本上还处于创建的初期阶段。集团的结构、功能还不完善,
