近年来,福建的毒品犯罪和全国一样,蔓延发展很快,已从毒品过境犯罪地发展成种、制、贩、吸并发的重点省区之一。尤其是制贩冰毒犯罪已居全国之首,其发展趋势亟待引起我们的高度重视。(一)毒案大幅上升,毒品量大质高。1991年,全省共破获毒品罪案72起,缉获犯罪嫌疑人170名,缴获各类毒品182.93公斤。1996年,全省共破获毒品罪案863起,缉获犯罪嫌疑人836名,缴获各类毒品848公斤,比1991年分别增加11倍、3.9倍和3.7倍。1997年上半年全省又破获毒品罪案562起,比1996年同期增加16.8%;缉获犯罪嫌疑人798名,比去年同期增加69.8%;缴获各类毒品338公斤。前几年缴获的毒品多为鸦片、粗制海洛因,近几年主要是冰毒、精制海洛因。1997年以来,在一些沿海城市还出现新的毒品——“摇头丸”。(二)台港毒犯入境制贩、走私冰毒猖獗,福建省已成为全国冰毒的主要产地。福建地处东南沿海,海岸线长达3 000多公里。与台湾仅一水之隔,地理位置独特,成为境外毒枭毒品犯罪的理想之地,除在福建省沿海开辟走私毒品“地下通道”外,还利用我国丰富的麻黄素资源,易购化学配剂、设备,勾结境内不
In recent years, as in the entire country, drug-related crimes in Fujian have spread rapidly.
