国家体改委生产体制司副司长李保民针对企业并购过程中缺乏法规和具体政策规范指导等问题时提出:第一,政府应当发挥引导作用,协调各方面关系,利用行政力量打破“条块”束缚,为收购、兼并等形式的产权交易创造良好的环境。但在产权交易运作以后,政府则应避免对产权交易进行行政干预,尤其要杜绝政府官员
Li Baomin, deputy director of the Production System Division of the National Development and Reform Commission, pointed out that in the absence of regulations and specific policy guidance during corporate mergers and acquisitions, the following issues should be raised: First, the government should play a guiding role in coordinating all aspects of the relationship and use administrative power to break the “block”. The bondage creates a good environment for property rights transactions in the form of acquisitions, mergers, and other forms of mergers. However, after the operation of the property rights transaction, the government should avoid administrative intervention on the property rights transaction, especially to eliminate government officials.
