根据《广告法》的要求,广告经营机制实行广告代理制,即由广告客户委托广告经营部门实施广告计划,广告媒体通过广告公司承揽广告业务。作为国际通行的这种运行机制,代理制实际明确了广告代理、广告设计制作、广告媒介以及其它广告经营者的权利义务,可以做到制止垄断和不正当竞争。
