黑龙江省:《黑龙江省气候资源探测和保护条例》经黑龙江省人大常委会第三十三次会议审议通过,于今年8月1日起正式施行。这是国内出台的首部关于气候资源探测和保护方面的地方性法规。据了解,该《条例》从2008年启动立法工作,黑龙江省政府按照立法程序规定,征求了各级政府和有关部门的意见,进行了反复调查和研究,在充分听取各方面意见的基础上就草案内容进行修改,最终历时4年多,经黑龙江省人大常委会审议通过。
Heilongjiang Province: The Heilongjiang Province Climate Resources Exploration and Protection Ordinance was reviewed and approved by the 33rd meeting of the Standing Committee of People’s Congress of Heilongjiang Province and came into effect on August 1 this year.
