2003年3月第五届世界航空运输大会在蒙特利尔召开,通过了《国际航空运输自由化全球原则宣言》,同月,民航总局批准海南省进行开放航权试点。随着海南开放航权的实施,一股“天空开放”的热浪在各地泉涌。如何面对全球航空自由化的到来,接受国际航空运输市场竞争的洗礼,加快我国由民航大国向民航强国的发展进程。本文立足新疆谈一些看法,以供大家探讨。
In March 2003, the Fifth World Air Transport Conference was held in Montreal and adopted the Declaration of Global Principles on the Liberalization of International Air Transport. In the same month, CAAC approved the pilots of Hainan Province for opening navigation rights. With the implementation of the right to open navigation in Hainan, an “open sky” heat wave springs around.
