本文通过考察战后武汉工会的角色定位认为,专制体制下的政府工会,其角色定位既表现出与法团主义要求社会整合相一致的“公务员”与“领导者”的角色协调,又表现出与法团主义要求利益传导相矛盾的“利益代表者”与“关系协调者”的角色冲突。缺乏内部强凝聚力和组织权威的产职业工会同样面临“利益代表者”的角色缺失,只能凸显出“福利者”的一面。而产职业工会角色兼“生产者”、“消费者”与“协调管理者”的三重特性,其背后折射出近代工业生产的分工协作体系尚未充分建立以及职业工会更多脱胎于封建同业公会的历史现实。
By examining the post-war role of Wuhan’s labor unions, this paper argues that the role of “civil servants” and “leaders” of the government trade unions under the authoritarian system both show their coordination with the “civil servants” and “leaders” in conformity with the requirements of corporatism for social integration , But also shows the conflict between the role of “interest representative” and “coordinator of relations” which contradicts the conduction of interests of corporatism.
