Since the Seventh Five-Year Plan of our country began, the State Science and Technology Commission has started the establishment of the “National High-tech Research and Development Plan” (863 Program) and the key state science and technology project tackling problems. Provinces and ministries have also set up scientific and technological research programs and key research projects accordingly. Since the “Seventh Five-year Plan”, I have assumed the title of “Research on Utilization of Heterosis in Subspecies of Two-Line Method Rice” in national “863” field of biology and national and provincial weight
