根据邹家华副总理关于在安排国民经济发展“九五”计划时要把城市缺水问题解决好的指示精神,1994年5月由国家计委委托中国国际工程咨询公司牵头,组织有关部门成立了“研究城市缺水问题”领导小组和工作小组,并开展工作.按照总体安排,建设部组织有关专家成立了“城市缺水问题研究”课题组,经一年来的工作,完成了《城市缺水问题研究综合报告》以及《城市缺水问题研究》、《城市节约用水规划和政策研究》、《城市供水中长期规划》等三个专题研究报告.
According to the guiding spirit of Deputy Prime Minister Zou Jiahua’s instructions on solving the problem of urban water shortage when arranging the “Ninth Five-Year Plan” for the development of national economy, in May 1994, the State Planning Commission entrusted China International Engineering Consulting Corporation to take the lead and organized the relevant departments to set up a “ Study leading groups and working groups for water shortages in cities and carry out work. In accordance with the overall arrangements, the Ministry of Construction organized relevant experts to set up a research group on the “Study of Urban Water Shortages”. After one year of work, the “water shortage problem in cities was completed. Research on the ”Comprehensive Report“ and ”Study on Urban Water Shortage Problems“, ”Urban Water Conservation Planning and Policy Study“, and ”Mid-term and Long-term Urban Water Supply Planning" and other three special research reports.
