中小学设法制副校长,在阳江市江城区被广大师生、家长誉为“第二个110”。1998年,该区关工委(当时为关协)为加强对中小学生进行法制教育和净化学校周边环境,通过调查,提出从公检法司机关聘请干警到各校任兼职法制副校长的设想,得到区委、区政府和有关部门的支持,全区共聘任103名干警到108所中小学任兼职法制副校长。当年《法制日报》曾在头版头条报道了这一创举。3年来这项工作不断发展,取得了新的成绩。全区大部分法制副校长能按区法制副校长指导小组提出的要求对学生进行法制教育,做到每学期到学校作法制辅导报告和上法制课2～3次。据统计,全区共上法制课1242场次,受教育的学生达79万多人次,平均每个学生听课10次以上。通过教育,提高了学生的法律意识,做到学法、懂法、守法,做好事的学生不断涌现,违法违纪的学生大为减少,学生犯罪率为零。3年来,全区86所学校由法制副校长,会同公安、工商、文化等有关部门整治学校周边环
Primary and secondary schools try to make vice principals, Jiangcheng District in Yangjiang City by the majority of teachers and students, parents as “the second 110 ”. In 1998, in order to strengthen legal education for primary and secondary school students and purify the surrounding environment of the school, the Customs Commission (at the time) set forth the idea of recruiting police officers from the department of public security and prosecution to serve as vice-presidents of part-time legal systems in various schools through surveys. Commission, district government and relevant departments to support the region to employ a total of 103 officers to 108 primary and secondary schools as part-time legal vice president. In the same year, “Legal Daily” made a head start on this initiative. This work has been continuously developing for three years and new achievements have been made. Most vice presidents of the legal system in the region can lawfully educate their students according to the requirements put forward by the steering group of the vice principals of the district legal system so that each semester to the school can make counseling reports and attend law courses 2 to 3 times. According to statistics, there are altogether 1242 legal courses in the region, with more than 790000 students enrolled, with an average of over 10 lectures per student. Through education, students’ awareness of the law has been raised. Students who have learned the law, understood the law, abided by the law and done good deeds continue to emerge. The number of students violating the law and discipline is greatly reduced and the crime rate among students is zero.
