在我国现阶段,许多矛盾的解决,许多困难的克服,归根到底要靠工业效益的提高。而工业效益的提高,目前只有在企业实行承包经营责任制的基础上才可能实现。这要求我们集中精力,精心指导,用两三年时间把企业承包制搞好。今年以来,承包制取得了新的进展,突出表现在以下几个方面:(一)引入竞争机制,实行招标承包。竞争机制为企业注入了新的活力,成为完善承包制的主要内容。这个办法,去年还只是在少数地区的一些微利的中小企业实行,现在,一些大中型企业也开始实行招标承包。把竞争机制引入承包,从根本上冲破了旧的管理体制对企业的束缚,促进了新的管理体制的成长。一是冲破了选拔、任用企业领导干部的传统作法,由相马变为赛马,使大批勇于改革的经营人才脱颖而出;二是促进了“两权分离”,减少了政府
At the present stage in our country, the resolution of many contradictions and the overcoming of many difficulties are ultimately based on the improvement of industrial efficiency. The improvement of industrial efficiency can only be achieved on the basis of the implementation of the contract responsibility system. This requires us to concentrate our energy and carefully guide the use of the enterprise contracting system in two to three years. Since the beginning of this year, the contracting system has made new progress, highlighting the following aspects: (1) The introduction of a competition mechanism and the implementation of tender contracts. The competition mechanism has injected new vitality into the enterprise and become the main content of improving the contracting system. This method was only implemented last year in a few small and medium-sized enterprises with meager profits. Now, some large and medium-sized enterprises have begun to implement tendering contracts. Introducing the competition mechanism into contracting has fundamentally broken the old management system’s constraints on the company and promoted the growth of a new management system. First, it broke through the traditional practice of selecting and appointing leading cadres of enterprises, turning them from horses into horse races, so that a large number of operational talents who are brave enough for reform emerged. Second, they promoted the separation of the two powers and reduced the government.
