市场经济的竞争,综合国力的竞争,归根到底是人才的竞争和劳动者素质的竞争,人的素质已成为决定一个城市和国家未来兴衰的核心要素和决定力量。工会是职工利益的代表者和维护者,不尽快提高职工队伍的素质,维护职工的生存权和发展权就是一句空话。因此,上海工会以构建“三大机制”为突破口,全方位、多途径地推进职工素质工程。
The competition in market economy and the competition in comprehensive national strength are, in the final analysis, the competition of talents and the competition of laborers. The quality of human beings has become the core element and deciding force that determines the future rise and fall of a city and a country. Trade unions are the representatives and defenders of workers’ interests. It is a nonsense to not improve the quality of the workforce as soon as possible, and to safeguard their rights to life and development. Therefore, the Shanghai Trade Union takes the “three major mechanisms” as a breakthrough to promote the quality-oriented projects of workers and staffs in an all-round and multi-pronged approach.
