改革开放以来,我国的西部地区出现结构性矛盾突出、机制不灵等一系列问题。西部大开发的决议提出之后,党和政府提出一系列发展西部的战略决策。西部地区高新技术产业的发展严重滞后于全国,该文认为地区发展的关键是形成具有竞争力的产业集群。目前,产业集群所表现出的强劲、持续的竞争优势已经成为世界各国政府及学者所关注的焦点。结合产业集群的集群效应,提升西部高新技术产业群竞争力,一方面要做出合理的高新技术产业特色产业群定位,创造各种条件大力促进自主科技成果转化,积极发挥高新技术产业集群的巨大优势,把这些企业做大做强;另一方面要积极吸引跨国公司,最大限度地发挥跨国公司投资对高新技术产业的促进作用。
Since the reform and opening up, there have been a series of problems such as the prominent structural contradictions and the ineffective mechanisms in the western region of China. After the resolution on the development of the western region was put forward, the party and the government proposed a series of strategic decisions to develop the western region. The development of high-tech industries in the western region lags behind the whole country. This article believes that the key to regional development is the formation of competitive industrial clusters. At present, the strong and sustained competitive advantages exhibited by industrial clusters have become the focus of attention of governments and scholars around the world. In combination with the clustering effect of industrial clusters, to enhance the competitiveness of the western high-tech industrial cluster, on the one hand, it is necessary to establish a reasonable industrial cluster with high-tech industry characteristics, create various conditions to vigorously promote the transformation of independent scientific and technological achievements, and actively play a huge role in high-tech industrial clusters. Advantages: Make these companies bigger and stronger; on the other hand, they must actively attract multinational companies and maximize the role of multinational investment in the promotion of high-tech industries.
