This commentary challenges some of the common assumptions about differences in public administration reform between developed and developing countries. This paper argues that in both developed and developing countries, failure of reforms is common because of the lack of evidence on the ultimate impact of the reform. Among the two cases in both developed and developing countries, the best available proof is that public administration reform is an iterative and exploratory process. This process requires both formal expertise and local, country-specific knowledge. The World Bank’s Public Sector Management Approach 2011-2020 (hereafter referred to as the “Methodology”) issued an interesting analysis of the situation and provided valuable insights. As always, the real test is whether these ideas can be achieved.
