在当前预报病虫发生程度时,各地较大程度上存在着“宁重勿轻”的不良倾向。产生这种现象的原因,一是认为预报重些容易引起各级领导和群众对防治工作的重视;二是预报重而实发轻,领导不会追究责任,而预报轻实发重,预报单位或个人将受到来自上下的批评,出于这种心理,许多测报人员在预报病虫发生程度时,总要比分析的报重一至二个级度。带来以下几种严重后果:
