中央一号和江苏省委一号文件均要求江苏要率先实现水利现代化,江苏省管水利工程是江苏水利防洪保安的流域性骨干工程,应当率先完成现代化建设任务。本文介绍了江苏省管水利工程现代化规划的必要性,分析了省管水利工程现代化规划形势,从工程管理、河湖管理、防汛防旱管理与应急能力、工程设施、信息化建设、水文化等方面提出了省管水利工程现代化规划的一些思路,指出了省管水利工程现代化规划存在的主要问题,并给出了相应对策。
The No.1 Central Committee and the Jiangsu Provincial Party Committee require that Jiangsu take the lead in realizing the modernization of water conservancy. The Jiangsu Provincial Water and Wastewater Management Project is a watershed backbone project for flood control and security in Jiangsu Province and should take the lead in completing the task of modernization. This paper introduces the necessity of modernization planning of water conservancy project in Jiangsu Province, and analyzes the planning of modernization of water conservancy project of province, from such aspects as project management, river and lake management, flood and drought control and emergency response capacity, engineering facilities, information construction and water culture The author puts forward some ideas for provincial modernization planning of water conservancy projects, points out the main problems existing in the modernization planning of provincial water conservancy projects, and gives corresponding countermeasures.
