去年的秋征入库工作,一般的作到了按时完成和数字结报的及时,较之前年有了很大的进步,但在不同的地区,各有以下的一些特点:(一)部份县区作到了粮质好、有计划、有秩序,同样是按时的而且是顺利的完成任务,因之创造了宝贵的经验。(二)另有较多的地区虽是完成了数量,但是忽视了质量,忽视了有计划、有组织的要求,形成了拥挤混乱,多误民工,有的还出了事故,特别是收入中以粮食,发生了大量虫蚀霉坏的危险和实际损失。这些情形都在当时或事后引起了群众的不满,有的地方更因此拖长了时间,不能按期完成,对于本年的秋征入库,提供了最为重要的教训。(三)某些地方还有自设小库收粮不报的现象,虽是个别的,但是违犯了公粮收入制度,是一严重的问题,必须提起各地注意。研究了去年秋征入库的经验教训,因此规定今年秋征入库总的要求,主要的应是:「保证粮质好、有计划、有秩序的按时完成」;同时还应做
