党的十一届三中全会以来,随着农村改革开放的不断深入和扩大,农村干部队伍的整体素质有了很大提高,党群干群关系也得到了相应的改善。但是不可否认,在党群干群关系方面还存在不少问题。有些地方干群关系还相当紧张。侵害群众利益的事件时有发生,从而严重损害了党和干部在群众中的威信。同时也给社会增加了不稳定因素。农村干群关系紧张是由多种原因造成的,但分析起来主要有以下两个方面:一方面是农村民主化管理机制不健全,广大群众的民主权利得不到保障,干部的行为得不到
