Qingdao Became a Model Project to Strengthen Institutional Construction in the New Period Background and Motivation The Balanced Scorecard (BSC) is the most advanced and effective management tool currently recognized by the international management science community. In 2005, as an important part of the work of Qingdao City to “create a high-performance organ and make the people satisfied with civil servants,” Qingdao Municipal Committee directly under the Central Government organized the balanced scorecard approach in domestic party and government organs.
