营林生产是经营森林的基础,是林业的首要任务。去年,山区的营林生产面积虽然超额完成计划,但作业质量不高,更新造林成活率和苗圃产量较低,没有达到国家规定标准,应该引起各级领导的足够重视。各林业局、场要采取坚决有效的措施,扭转这种状况,做到保质保量完成今年计划任务。这是检查各单位是否做到真正贯彻森林法的标志之一。
Forest production is the basis for the management of forests and is the primary task of forestry. Last year, although the area of forest production in mountainous areas exceeded the plan, the quality of operations was not high, the survival rate of reforestation and the nursery yield were relatively low, failing to meet the standards set by the state and should be given enough attention by leaders at all levels. All forestry bureaus and departments should adopt resolute and effective measures to reverse this situation and ensure that they will accomplish their planned tasks for this year in terms of quantity and quality. This is one of the hallmarks of whether or not each unit has really carried out the forest law.
