自从1840年以来,恢复政治和经济强国地位始终是中国的民族意志,目前中国已经取得了初步成功,正在努力向政治和经济强国进军;而一个经济强国绝不仅仅表现在生产、收入等硬指标,更表现在能够为国际经济运行提出并实施具有内在一致性的、可行的规则,并通过实践证实其可行性,这是一个大国世界治理能力的体现之一。从这个意义上来看,中国—东盟自由贸易区提出并从2010年开始运行,正是对中国世界治理能力的一大考验。
Since 1840, it has always been the national will of China to resume its political and economic power. At present, China has made initial success and is making efforts to march toward a political and economic power. An economic power must not only be manifested by hard targets such as production and income, It is also manifested in that it is capable of proposing and implementing an inherently consistent and feasible rule for the international economic operation and confirms its feasibility through practice. This is one manifestation of the ability to govern the world over a major power. In this sense, the fact that the China-ASEAN Free Trade Area was proposed and put into operation from 2010 is a great test of the ability of the world’s governance in China.
