实现城乡共同发展、协调发展,是构建社会主义和谐社会的题中之义,也是浦东开发开放始终坚持的发展方向、不断推进的探索实践。2005年6月,国务院批准浦东进行综合配套改革试点,赋予了浦东在新形势下率先探索改变城乡二元经济与社会结构的使命和责任以综合配套改革试点为动力,浦东提出了促进开发区、城区、郊区三区融合、推进城多经济与社会发展二元并轨、加快实现城乡一体化的奋斗目标,从打破城乡二元结构的体制机制障碍入手,建立了功能区域管理体制,着力探索城乡就业、保障、教育、医疗和社区管理、基础设施建设一体化的发展机制,在统筹城乡发展方面取得了新的突破、迈出了新的步伐。
