决定我国人才成长机制的一个重要环节——专业技术职务聘任制实行9年以来,不可否认取得了一定成绩,但同时也存在着不少缺陷,其中外语就是一个比较严重的问题,主要表现为以外语成绩决定一切的简单化作法和走过场的形式主义。这些很不严肃的做法,极不利于我国有限人才资源的开发和人才的脱颖而出;并且与中央的精神也不一致。李鹏总理曾强调过,在晋升职称的过程中,对外语有的要有要求,有的不需要有很高的要求,有的不一定要有要求。应根据不同的情况提出不同的要求,也就是要根据不同的特点提出不同的条件和标准。这完全符合中国国情。晋
It is undeniable that some achievements have been made since it was implemented in the appointment system of professional and technical titles for nine years. However, there are still many shortcomings. Foreign languages are a serious problem, Foreign language scores determine all simplistic practices and formalism through the field. These very serious practices are extremely detrimental to the development of qualified personnel resources in our country and the emergence of qualified personnel. Some do not need high demands, and some do not have to have requirements. Different requirements should be put forward according to different situations, that is, different conditions and standards should be proposed according to different characteristics.
